I live a canal where the "building dept" drains water to put into pond(s) up near Englar Bridge. In a brief discussion with the Building Dept., the seem to blame St John's water where St. John's dictate that Sebastian MUST keep the pond(s) full.

Presently, the canal is now down 14 inches exposing , in my area, approximately 14 ft. of now dry sand. When the wind is not blowing , the stench is something that should be in city hall that would cause immediate action to balance the needs. Running apparel to this the low level of water exposes tons of weeds all the way from the dam and east to where the canal turns north. I'm sure, after the water rises, somebody in the bldg. dept. will send out their air boat to kill those weeds.

Now here's the punch line. I went through a Chinese fire drill with St. John's trying to find what group/organization interfaces with the water requirements of those ponds in Sebastian, and wound up with this women sounding familiar with these type of agreements and said; "I have to go look into that, I'm not sure if that's correct." She said she would give me a call or contact Sebastian building department if they misinterpreted St. John's requirements.
